Lack of ‘meaningful enforcement’? [17]

Since 2009, Khalil Audi of Cudahy has cashed in lottery tickets 33 times to the tune of about $80,000. His $10,000 win from Badger Cash Blowout.

When he bought a $30 Super Millions scratch-off ticket, he had a one-in-200,000 shot of winning $5,000 — the same odds as giving birth to conjoined twins. But that ticket cashed, too.

According to Wisconsin Lottery data obtained by Gaming the Lottery, an international investigation into the global lottery industry, the state’s most frequent winner was Annie Mason of Milwaukee. Mason bought tickets worth $600 or more 65 times since 2000, for total winnings of $466,780.

In that same time, 11 people have cashed 20 or more winning tickets of at least $600, earning prizes totaling $100,000 or more each. Reached at work — the store where he has scored nearly all of his lottery wins — Audi declined to comment.

The lottery has provided more than $4.1 billion in property tax relief and at least $7.8 billion in prizes since it was launched in 1988. The Wisconsin Center for Investigative Journalism found that at least three of the top 13 players who have won 20 times or more in recent years have close ties to the retailers selling them the winning tickets — including Audi, who works at Charlie’s Liquor & Tobacco Mart, home to 30 of his 33 wins.

Canada learned that lesson in 2006 when provincial lotteries in Ontario and British Columbia were rocked by scandals uncovered in media reports involving store owners and clerks. RELATED: Rash of lottery ticket thefts comes to Menomonee Falls.

In the United States, news reports from Pennsylvania, Florida, Massachusetts and other states have revealed suspicious pockets of frequent winners, in some cases owners or clerks at stores that sell lottery tickets. A 2009 Iowa Ombudsman report recommended that Iowa’s lottery consider banning retail employees from playing the lottery at stores where they work to ensure the games’ integrity.

The Iowa review found several store owners and their employees among those exhibiting against-the-odds luck. One clerk had claimed eight prizes for a total of $266,000 in less than one year’s time at the store where he worked, the ombudsman found.

Lottery officials told the newspaper that such a requirement would be unworkable and add unnecessary government bureaucracy. In Wisconsin, retailers also get bonuses of up to $100,000 when they sell winning tickets, providing further monetary incentive to bend the system in their favor, one expert said.

He was cleared in 2005. In addition, a 2010 sting operation involving hundreds of retailers in Wisconsin found five clerks took winning tickets, each worth $5,000, from law enforcement officers posing as customers.

The other three took the tickets knowing they were winners. Two cashed them and were later prosecuted, she said.

Albert said some people play the lottery professionally, such as monitoring games’ payouts, and then buying tickets in bulk when the game’s payouts are far below normal. “There are a couple of different ways to win the lottery frequently.

Wisconsin Lottery data do not show how often people play the lottery, how much each person spends or what games they play. That makes it impossible to calculate exactly what odds these frequent winners are beating — and difficult to figure out if they are cheating.

Stark is a professor of statistics at the University of California-Berkeley who has studied lottery odds for years. He has devised a method to estimate the minimum amount of money these winners would need to spend on the lottery to have a one-in-10-million chance of winning.

“It’s really trying to be careful, and not accuse anybody of anything where there was even a slim chance of where they might have just done this through just honest play,” Stark said. Stark said most of Wisconsin’s frequent winners do not appear to be particularly suspicious, based on his analysis.

In the case of Audi, Stark said he would have to spend $191,697 over eight years, or about $66 a day, to have a one-in-10-million chance of winning his $78,300 in prizes. Stark said people with connections to the places where they bought their winning tickets also raise questions.

He has claimed 21 winning tickets for $128,417, with at least 20 wins coming at Oklahoma Liquor in Milwaukee, where he has worked. The center was unable to reach Kazik, who lives in Oak Creek, for comment.

Singh could not be reached for comment. Stark also found unlikely odds for one frequent winner, Jeffrey Hintz, whose extreme luck also drew the attention of Wisconsin Lottery officials.

But the Wisconsin Department of Revenue, which administers the lottery, investigated — and cleared — Hintz more than a decade ago. In 2005, Hintz, of Bonduel, won $1,000 five weeks in a row from the Wisconsin Lottery’s Super 2nd Chance game, in which players send in envelopes with $5 worth of losing tickets.

Following Hintz’s 2005 lucky streak, officials launched an investigation to determine if his winnings were legitimate. According to an internal review from the Department of Revenue, Hintz won the games fairly by sending in at least 500 envelopes a week containing $2,500 in losing tickets, reducing his odds to as little as one-in-seven.

That is a tiny fraction of the payout, which totaled $363 million in fiscal year 2017 alone. Stark said based on the lack of investigations, prosecutions and restitution — along with the “strong evidence of fraud” he detected among some of Wisconsin’s frequent winners — “there doesn’t seem to be meaningful enforcement.”.

The wall around the checkout is lined with pictures of past winners. A name that pops up at Akhtar’s store around a dozen times: Andrew Ylvisaker, with a lot of $1,000 prizes and one for $100,000.

Ylvisaker has won 28 times for a total of just over $1.1 million since 2007, which makes him one of the state’s most prolific winners. Akhtar said Ylvisaker does not work at his store but comes in two or three times a week and usually spends roughly $160 on tickets each time — more if he is winning.

There is no evidence that any of the winnings at Akhtar’s store were the result of wrongdoing. Stark said that, in any case, lottery officials tend not to focus much on fraud because it generally does not affect revenue.

It seems one Boynton Beach resident had a lucky Thanksgiving week. Last week, the Florida Lottery announced 47-year-old Mario Torres claimed a $1 million prize from the Gold Rush Limited scratch-off game at lottery headquarters in Tallahassee.

Torres purchased his winning ticket from Kenny’s Mart, 214 East Ocean Ave., Boynton Beach. Kenny’s will receive a $2,000 bonus commission for selling the winning Florida Lottery ticket, the site states.

Change in agency’s strategy has made problem worse [20]

The Florida Lottery’s aggressive campaign to sell more scratch-off tickets has enticed the state’s poorest residents the most. In the areas of highest poverty — where people are most attracted to scratch-off games — 1 in 6 households spent at least $10 of every $1,000 in income on the games in 2010.

Although scratch-off sales have surged statewide, a Sun Sentinel analysis found: — Sales of scratch-offs in high-poverty areas rose almost three times as fast as other areas.

— Brisk scratch-off sales did not dramatically increase the amount of money raised for education, which the lottery touts as one of its chief benefits. Critics have long characterized the lottery as a regressive tax, taking more money from the poor than from the rich.

“The lottery, and in particular scratchers, are more attractive to people of lower socioeconomic status,” said Alan Cooke, a University of Florida marketing professor who has researched scratch-off games. “For those people who are in circumstances where their continued cash flow is not ever going to allow them to get out of debt, why wouldn’t they buy scratchers.

It gives them hope.”. The lottery has made it much easier and appealing to buy those scratchers, adding more games for higher prices, deploying self-service vending machines, boosting overall advertising spending and buying more ads from media that serve minorities.

They attribute the success of scratch-offs to an aggressive, broad-based marketing push. It is important, lottery spokeswoman Shelly Gerteisen said, to appeal “to a wide demographic.”.

The $4 million increase was split equally between mass media outlets and those serving minority audiences, but the share of money targeting minorities rose 68 percent. Lottery ads appear in 38 percent more media outlets with minority audiences, compared with a 10 percent increase for other media.

Last year, the amount came to 18 percent, lottery records show. For example, the lottery spent no money advertising in Hispanic media in Fort Myers or West Palm Beach in 2010, but four years later it spent $642,000 in Fort Myers and $468,000 in West Palm Beach.

“Most of our retailers are located in heavily populated business districts, not in residential areas,” said spokeswoman Taylor Nash, so it’s possible that people buy tickets in industrial areas where poorer people live, even if the purchasers live elsewhere. Overall, sales of scratch-off games rose from $2 billion in 2010 to $3.7 billion last year.

Sales in high-poverty areas rose 153 percent from 2010 to 2015, compared with 53 percent in other areas, the Sun Sentinel found. Adults in high-poverty areas spent an average of $385 in 2015 on scratch-off tickets, a 57 percent increase over 2010.

A sample: — In the Little Havana neighborhood in Miami, where 40 percent of families live below the poverty level, per capita spending on scratch-off tickets nearly doubled over five years, with the average household spending $431 on them in 2015.

— And in a section of Lake Worth, scratch-off purchases reached $361 per capita in 2015, an 88 percent increase over 2010. Thirty percent of the residents in that area live below the poverty level, compared with 17 percent statewide.

The Lottery now offers 83 scratch-off games with prices ranging from $1 to $25. Until 2013, the lottery offered one $20 scratch-off game.

“When the lottery was pitched back in 1986, it was pitched as a once-a-week draw game,” said Paul Seago, executive director of the anti-gambling group No Casinos. But before the Lotto terminals were even installed, the lottery began to sell scratch-off games, he said.

It began installing self-service kiosks in major retailers in 2013 and placed 500 of them over the next two years. Previously, players had to stand in line at customer service to buy tickets.

Total sales at these kiosks, including both scratch-off tickets and draw games, came to $257 million in 2015, although they still represent only a fraction of the Lottery’s $5.6 billion in total sales. Lottery ads proclaim that a portion of profits help fund education, but the scratch-off rage has not boosted that amount significantly.

Between 2014 and 2015, the amount rose by just $1 million. That’s partly because the big jump in scratch-offs came as sales of Lotto and Powerball fell, which the lottery attributes to sales dropping after surging during high jackpots.

The fund pays for scholarships, the debt from bonds used for school construction, expanded financial aid for higher education and reduced class sizes.
